This tutorial gets your picture from this:
To this:
1. Open the picture you want the border on.
2. Get the
Marquee tool and hold down
Ctrl >> A at the same time.
3. Then right click into the middle of the picture and and click on
Stroke. Screen shot
here.
4. Change the size and colour of the border and then you are done! Good luck.
