1. Firstly open the picture you want to add this effect on.
2. Dupicate the base image and click on
filter >> pixelate >> mosaic.
3. Make Sure it is on cell size

4. Erase or cute out anything you don't want pixelated on your second layer.
5. Tada! Finished.
